Town of Arena Board Minutes

April 4, 2016


PRESENT:  Dave Lucey, John Wright, Bill Gauger, Cathy Acker, Minnie Gauger, Jim Whitaker, David Meudt

OTHERS: Mary Lockman, Evy and Vern Halverson, Tim Harrington, Joannie Harrington, Bob and Kathleen Brumley,Jeff Flint.


The meeting was called to order at 7:00 pm.  Roll call was taken. All Town Board members present.


-       Gauger motioned to approve the minutes of the March  7, 2016 Town Board meeting.  Wright seconded.  Minutes approved.


Mega Construction – Conditional Use for concrete business, repairs, storage, possible future home.  At closing Halverson’s will put $30,000 in escrow with the title company for the road.  .  Halverson will put money in escrow to pay for the finishing of Baxter Road.  State is requiring pullouts on both sides. Driveway permit was approved in 2008. Gauger moved to approve putting approximately $30,000 in escrow for the road (350 ft) to be finished.  Wright seconded.. The Lot is 7.5 acres and a building site is allowed, if the lot has no further division.  Gauger moved to allow a conditional use for concrete business, shop, storage and repair and it will deed restrict the lot for no further division. Wright seconded.  Motion carried. 


Public Comment:  Bob Brumley came to comment on the liquor license issue involving our Business Ordinance. After a long discussion Wright motioned that the township is going to rescind their Business Continuation Ordinance 2016-001 until further notice.  It will be re-addressed at a later time.  Gauger seconded. Motion carried. NOTE:  It was later learned that there already was a Business Continuation Ordinance in place for the Town published October 28, 1982 and that one will stand. 


Patrolmen:  Shed inspection had no serious problems.  Salt commitment 1 load. 

Roads.  Scott Construction Bids. Frame (15132) (Erdman(24584) and Mill (2888) should be done this year.


Harrington, Tim – Arena School.  River Valley School District is hinting that they want to close Arena.  Arena need to take a pro-active approach to this problem.  What if the Village and Township put in 1.3 million in to help with repairs to Arena Elementary and keep it open.  Wants the township and the Village to each pledge 1.0 or 1.3M in equal installments over a 10 year period to insure that Arena School is not lost.  Equals $100 to $130/home/year/10 years.  Harrington would like to know if we want to respond to this or something in order to stop the school from closing.  Harrington will go to the Village as well and the town Board wants to attend at that time. 


Says that closing Arena School will destroy the community.  It does nothing about declining enrollment.


Annual Meeting:  Roads – Wright; Fire Board Report; Clean Sweeps;Gauge : Equipment, Financial information Lucey. 


Bindl Bid:  Gauger motioned to accept the Bid of 10.65/yd ¾ gravel/ Breaker run: 10.65 yd/ Dirty chips 11.00 yd. Wright seconded.  Motion carried.


Gauger motions that we renew the Plan Commission members Mark Hottmann, Cheryl Schmidt. Wright seconded.  Motion carried.


Gauger motioned to accept the bills as presented.  Wright seconded. Motion carried.


Wright motioned to adjourn.  Gauger seconded.  Motion carried.
